There are no salaries for such jobs.  A person selected by the vote of the people, are selected in what may be considered a vote of popularity.  And the decision of the people is not bending in governance under Martial Law, Executive Authority and certainly mot under the War Powers Authority of G.O.T.A.

The purpose of an advisory board is for the people to make their needs and concerns made known to the proper authorities, but is not by any way, concerned a demand or requirement of such authorities.

Sponsorship of such voting actions and selection activities is payable by those who decided to cast their lottery or vote.  Wherefore, it is clearly not a binding decision under the U.S.C.U.G., under the War Powers Executives Authority.
